Reba Joy is the creative director of the National World War II Museum. She is also the co-founder of Scout, a New Orleans-based design firm pioneering the way that clients connect with consumers. She formerly served as the art director at The Idea Village, where she led the creative direction for New Orleans Entrepreneur Week. She began her creative design career with Peter Mayer where some of her clients included Zatarain’s and CenturyLink, the largest telecommunications company in the U.S. She is a native of New Orleans and a graduate of Loyola University’s Graphic Design program.
Reba Joy is energized by empowering her team and clients both personally and professionally through her creative work. She helps brands craft their best stories by bringing their creative visions to life. Reba Joy loves creating efficiencies and instilling structure within her organizations, and she takes pride in pouring herself into the people she works with.

Reba Joy Billips is happiest when empowering, supporting, bridging, relating, and creating.
It all began with a formative internship at Peter Mayer after graduating from Loyola University New Orleans’ Graphic Design program. That experience launched my 10+ year creative career. At Peter Mayer, I learned how to design for major brands under real pressure: working high volume, implementing process-driven efficiency, organizing scalable file systems, and stewarding brand integrity. I touched everything from campaign design to production execution for clients like Zatarain’s and Centurylink, the largest telecommunications provider in the U.S. at the time.
From there, I became the sole designer for a 15,000-attendee festival, overseeing every touchpoint including stage graphics, print programs, animation intros, and large-scale signage. Over 300 unique assets were created just for the inaugural year. That momentum led me to serve five years as Creative Director at The National WWII Museum, where I built the creative foundation the team still uses today. This included developing file systems, style guides, naming conventions, and workflows that scaled with the organization’s growing visibility.
During that time, my best friend and I also co-founded Scout, an intentional design studio built around collaboration and clarity. Our mission is to bring big ideas to life through thoughtful, co-created design.
Today, I work as a UX Designer at Litify, helping transform the legal tech space by improving how law firms manage documents and communications. I thrive when I’m embedded in a team, bridging communication gaps, translating user needs into clarity, and building systems that make everything run more smoothly. At the core of it all, I’m a builder. I create visuals, processes, relationships, and impact.
